THE INFORMANT SAID THIS IS AN OLD PHRASE THAT USED TO BE
SAID A LOT BEFORE NEGROES WERE REALLY ALLOWED TO VOTE IN
THE SOUTH. (I SAY "REALLY" BECAUSE BY LAW THEY WERE
ALLOWED TO VOTE, BUT VARIOUS MEANS WERE USED TO PROHIBIT
THEM AT THE POLLS. THE ABOVE PHRASE REFERS TO THIS
PRACTICE.) HOWEVER, THE INFORMANT SAID SHE HAD RECENTLY
HEARD SOMEONE IN OWENSBORO USE THE PHRASE.
