Hally was born in Wales Township, St. Clair County, Michigan. Hally received his undergraduate degree from Detroit College (former name of the University of Detroit) and his law degree from the University of Michigan Law Department in 1888. He was admitted to the Michigan bar in 1891. Hally served as Detroit's City Assessor, assistant Corporation council (1901-1908) and a member of the Corporation Council from 1908 to 1911. He was a Circuit Judge in Michigan's 3rd Circuit, 1912-1918. During the 1920's Hally was a law professor at the University of Detroit and Dean of the School of Law. Hally also served on the scholarship commission, a Knights of Equity scholarship program established in conjunction with the University of Detroit, to support the Knights members, their heirs and other persons of Irish heritage.
