However, O'Conor had cautioned the U.S. government that freed slaves would turn against the white population.

The U.S. too stands on the verge of war influenced by social unrest regarding racial prejudice. In Canada, prejudice exists (the example of the Scotch, Irish, and English is given), but not to the extent that it does in other countries.
